Mandatory PAG-IBIG for OFWs

Okay, I've read before that this will be a mandatory but a friend sent me this and confirmed to me that it is now a mandatory for all OFWs - landbase and seabase. So what can you say? The news article can be found here - but it is still a speculation that time.

handang magparaya at maghintay.

Minsan ika'y mistulang bulag,
hinahayaan irog na lumalabag.

maging sa bingi'y hatid ay napakagandang himig.

Minsan ika'y mistulang pipi,
handang magtiis kahit patuloy na inaapi.
Minsan din ika'y mabangis at matapang,
hadang lumaban masunod ka lamang.

Pag-ibig mong tunay at wagas,
Meron na ba ngayong wakas?
Ang pag-ibig mong dalisay,
May bahid na ba itong taglay?

Pag-ibig, ano nga ba ang iyong hatid?
kagalakan, kasiyahan o kirot na walang patid?
